Proceedings of Colloquium on R&D in Flood Plain Management

Flood plains are land areas adjacent to streams, rivers, lakes and oceans that are usually inundated during floods. Flood plains have always been an attractive place to start a settlement. They provide fertile land for agriculture, natural channel for transportation and source of water and food. The biodiversity of a flood plain also provides an ideal ecosystem to sustain life. When development encroached into the flood plains, creating hindrances to the natural flow of water, flooding becomes more widespread causing nuisance and disruption of daily socio economic routines. Under natural conditions, this flooding will cause little or no damage. But, uncontrolled development will cause increased in discharge resulting in flood that may lead to damage of properties and sometimes loss of lives. Numerous flood mitigation measures including both structural and non-structural approaches have been put in place to minimise the flooding risks. In addition to those efforts, Research and Development (R&D) also play an important role in developing creative and innovative solutions to reduce and eliminate loss of lives and properties due to flood which is much needed especially when resources are limited to tackle emerging issues and challenges in flood plain management. In line with that, a Colloquium on R&D in Flood Plain Management was successfully organised on the 8th December 2010 at Marriott Hotel, Putrajaya by the Research Center for River Management, National Hydraulic Research Institute of Malaysia (NAHRIM), Ministry of Natural Resources and Environment (NRE). The colloquium was attended by a total of 80 participants from various goverment departments, institutions of higher learning and the private sector. The colloquium had achieved its objectives to gather professionals and experts to share their experiences and knowledge in flood plain management. I am glad that this proceedings is published as promised which comprises of summary of the colloquium, technical papers and presentations as well as the compilation of comments, questions and asnwers captured throughout the colloquium. I hope this proceedings will be helpful to all of us and serve as a reference for the future works in flood plain management.
